		<description>MARAD has released a Draft Environmental Assessment about the ship removal project. However, the cleaning method proposed before towing the ships (probably to Texas) for recycling has some shortcomings with regard to preventing the transport of non-native species and poses some risk to marine mammals during the tow that will pass through or near National Marine Sanctuaries. A local site for recycling (scrapping)or artificial reef preparation makes the most sense for preventing transport of non-native species, avoiding collisions with whales,reducing ship oil consumption and diesel exhaust, and creating local jobs.</description>
